Position Summary:  TMF is seeking a motivated and experienced Monitoring, Evaluation and Learning (MEL) Officer to lead the design and implementation of TMF’s monitoring, evaluation, accountability, and learning systems. The MEL Officer will ensure quality data collection, evidence-based reporting, and continuous learning to strengthen programme effectiveness, accountability to donors and communities, and organizational growth.

Key Responsibilities

  • Develop and implement M&E frameworks, results frameworks, and indicator tracking tools.
  • Design data collection tools and oversee digital data systems and databases.
  • Conduct routine data collection, verification, quality assurance, and analysis.
  • Track progress against project targets and TMF strategic plan indicators.
  • Lead baseline, midline, and endline assessments and evaluations.
  • Produce donor reports, dashboards, and internal performance reports.
  • Facilitate learning, reflection, and knowledge-sharing sessions.
  • Train staff, volunteers, and mentors on M&E tools and data responsibilities.
  • Support beneficiary feedback and accountability mechanisms.
  • Coordinate with partners and government stakeholders on reporting and harmonized indicators.

Required Qualifications and Experience

  • Bachelor’s degree in Monitoring & Evaluation, Population related studies, Statistics, Social Sciences, Development Studies, or related field.
  • At least three (3) years’ experience in M&E in NGO or development programs.
  • Experience in use of Spreadsheet computer applications, Open Data Kit and statistical software packages. E.g. SPSS, STATA, EPI Data, EPInfo
  • Experience in education, youth, gender, or protection programming is an added advantage.
  • Knowledge in databases such Access
  • Strong analytical, writing, and facilitation skills.
  • Knowledge of safeguarding and ethical data management.

  • Proven attention to detail and commitment to data accuracy and integrity

  • Ability to manage multiple tasks and meet reporting deadlines
  • Excellent written and verbal communication skills
  • Ability to work independently with minimal supervision
  • High level of professionalism, confidentiality, and ethical conduct
  • Adaptive mindset and openness to learning and innovation
  • Strong teamwork and relationship-building skills with partners and stakeholders
